COLON VILLAGE COUNCIL Colon Village Hall REGULAR MEETING – July 14, 2015

Meeting Call to Order at 7:00 PM – Pledge of Allegiance was recited.
Present: Edith Doenges, Dick Delp, Ruth Ann Kuhlmann, Marilyn McManus, Sharon Craun, Tom Tenney. Absent: Nancy Percival – excused
Also Present: Chief Brinkert, Jim Weinberg, Kurt Kuhlmann, Paul Osthoff, Christina Quimby, Arden Davidson, Kelly Pucci, Marsha Blackman
Consent Agenda: S. Craun moved to approve consent agenda; approve minutes from June 9, 2015 and payment of bills in the amount of $51,260.70. Seconded by E. Doenges. Motion carried.
Public Comments
a. Garden Club – Hat Presentation – Marsha Blackman presented the Garden Club’s plan to purchase and maintain new downtown Top Hat planters. RA Kuhlmann moved to allow the Garden Club to replace 10 planters and add 4 planters and pavers at Garden Club’s expense. D. Delp seconded the motion. Motion carried.
Monthly Reports:
a. DPW – J. Weinberg presented written report.
i. North East section of the village is scheduled to be chip and sealed. D. Delp moved to approve the expenditure not to exceed $50,000 on chip and seal on the northeast section of the village. S. Craun seconded the motion. Motion carried.
ii. RA Kuhlmann moved to approve the purchase of a Skagg lawn mower as budgeted. S. Craun seconded. Motion carried.
b. Police – Chief Brinkert presented written report.
i. No interviews have taken place to fill the part-time opening. Chief Brinkert has received an application from a good candidate. Background information will be passed on to the police committee before hiring. M. McManus moved to approve Chief Brinkert’s recommendation for a part-time officer pending background check and approval from the Police committee, with official hiring at the August meeting. S. Craun seconded the motion. The motion carried.
ii. A Thank you was received from the 4th of July committee for the help with the 4th of July parade.
c. Fireboard – minutes from July meeting were in the packets. Long Lake sirens are scheduled to be repaired. The fire department received 39 calls in the past month.
d. Lake Board – June meeting minutes were shared. Next meeting is July 11th. Freshwater Physicians will conduct seven samplings of both Palmer and Long Lake this year with a possible eighth next spring. The purpose of the sampling is to examine interactions among the algae, zooplankton and fish community (especially numbers of shad) in the lakes. A public hearing was conducted as the correctness of the Special Assessment Rolls for lake improvements.
e. Planning Commission – Rick Fisher will resign from Planning Commission effective at the end of the year. A public hearing will be scheduled for an amendment to the master plan.
f. Colon Community Park Board – Electricity has been upgraded. 4th of July will be discussed at the next meeting, July 23rd. The horse shoe pits are completed. The Amish leaders approved to allow someone from the Amish community to sit on the board. Mr. Wickey is working on a design for covering trash barrel at the pavilion.
g. DDA Committee – the DDA had a quorum at their last meeting. R. Fisher has given a verbal resignation as DDA Chairperson to T. Tenney. The DDA is working on confirming their active membership. The DDA will assist in the raising of funds to help defray the cost of the new Top Hat Planters proposed by the Colon Garden Club.
h. Farmers Market – good turnout for 4th of July. No produce yet.
i. Well Head Protection Program – no report
j. EDC – no report
k. Zoning Ordinance Review – RA Kuhlmann has set a goal to have completed review by September 15th.
l. Other Committee Reports – none
Unfinished Business:
a. FOIA Procedures and Guidelines, Resolution, Coordinator – completed July 1st. S. Craun moved to approve the FOIA Procedures and Guidelines as presented. RA Kuhlmann seconded the motion. A Roll Call vote was taken. Yeas: E. Doenges, D. Delp, RA Kuhlmann, M. McManus, S. Craun, T. Tenney. Nays: none. Absent: N. Percival – excused. Resolution passed.
a. S. Craun moved to post position of a part-time employee to fill the needs associated with FOIA and the recommendation for a 3rd clerk in the office. Starting rate of pay to be to $10.80 per hour with no benefits. E. Doenges seconded the motion. Applications will be presented to the personnel committee.
b. Village Manager – looking into Co-op with Bronson for a village manager. Tabled.
c. Schrock Broiler Poultry Farm – A new layout for the poultry farm was presented. More information will be presented in August. Village and Township officials will be meeting with Nate Nickell, General Manager Forest River Inc.
d. Water & Sewer Delinquent Accounts – A meeting date and time will be set up with water/sewer committee and office personnel to discuss delinquent accounts.
New Business
a. Ken Worsham, the current Electrical Inspector will retire 9/30/15. A new replacement will be needed. Two applications have been received with another one expected. All applications will be turned over to personnel committee. RA Kuhlmann moved to extend Ken Worsham’s contract until 9/30. D. Delp seconded the motion. The motion carried.
b. Replace DDA Chairperson – Kelly Pucci will ask DDA members.
c. MDOT Yearly Performance Resolution for Governmental Agencies – RA Kuhlmann moved to accept the MDOT’s yearly Governmental Agencies resolution. S. Craun seconded the motion. A Roll Call Vote was taken. Yeas: E. Doenges, D. Delp, RA Kuhlmann, M. McManus, S. Craun, T. Tenney. Nays: none. Absent: N. Percival – excused. Resolution passed.
d. 60 month CD Mature – A CD, sewer fund monies, will mature on 7/22/2015 in the amount of $177,609.70. S. Craun and J. Hollister will get rates and email the committee.
e. Village Hall – a bid was received from Brad Hartman to install a new light fixture in the village office. RA Kuhlmann moved to accept B. Hartman’s bid of $211.10. D. Delp seconded the motion. The motion carried.
f. Library Arts and Craft Fair during Magic Week – A letter was received from Martha Graham requesting the closure of W. Canal Street from Blackstone Ave.(M-86) to St. Joseph Street from August 6th until August 8th for the Friends of the Library Arts and Craft Fair fundraiser for the Library. M. McManus moved to close Canal St. from August 6th to August 8th for the Friends of the Library Arts and Craft fair. RA Kuhlmann seconded the motion. Motion carried.
g. Camping on Village property during Magic Week – RA Kuhlmann moved to allow people to camp on the recently purchased Village property during Magic Week with the understanding that campers and BJ Mallen will be responsible for cleaning up the property following Magic week and that port-a-potties may be provided at their own expense. S. Craun seconded the motion. The motion carried.
h. PROTEC – An expense of $146.63 was received from the MML for PROTEC. The council declined.
