Regular Meeting                                                                                                              Tuesday 6-12-12 @ 7:00pm


Meeting called to order by President Whitford at 7:00pm and the Pledge of Allegiance recited

Present: Bell, Delp, Kuhlmann (late-notice given) Whitford, Percival, McManus, Craun

Also Present: Brinkert, Baker, Weinberg, Schultz

Consent agenda: Approval or Agenda, approval of minutes from regular meeting of 5/8/12, financial report and bills to pay in the amount of $25402.46 -Motion made to approve by Percival seconded by Craun-Unanimous consent

Public Comments-Guests, none

Monthly reports:

  1. DPW Report: In packet for review, Dust control on alleys, at a cost not to exceed $1000.00 Bell/Delp  Roots to be cut from pipes at the cost of $1,300.00 to be done by Terra contracting. Delp/Craun 50 additional sending units needed at this time, cost $7,200.00 Bell/Delp
  2. Police Report: In packet for review, Brinkert reported that additional officers would be necessary, to facilitate the permit requirements from MDOT on the 4th of July.  Brinkert spoke with Chamber and they are willing to split the $80.00 cost.
  3. Fireboard Report: In packet for review-next meeting 6/13/12, at present there are only 16 firemen.
  4. Lake Board Report: Brown water in lake was the issue; this was out of our control due to the algae problem.  Good turnout for boater safety class.  Next meeting 7/14/12, flotilla will be held 6/30/12 at 6:00pm, flares on lake July 3rd and fireworks scheduled for July 4th.
  5. Planning Commission-Master Plan: Rebecca Harvey was introduced to the council. Harvey will help the planning commission, in its steps forward with the Master plan, as required by the state of Michigan.
  6. Colon Community Park Board: Working to complete sand volleyball court.  John Nelson from Fleis & Vandenbrink reported the on-going efforts to get our handicap docking system at the park.  This was to be part of the park grant. Nelson to attend a meeting on 6/13/12 to find out what is being done to correct this issue. The soil Conservation office fully intends to try and uphold their end of the agreement regarding this dock, and they have applied to the Christopher Reeves foundation for a grant and are holding fund raising events to raise this money. Their board meeting is tomorrow and they are fully agreeable to try and accommodate their past promises.  It is not necessary for Colon park board members to attend.
  7. DDA Committee Report: Update in packet for review (read by Percival)—33 banners and 3 stars have been ordered and the cook book is coming along, hope to be available by magic week.
  8. Safe ways to school: Nothing to report
  9. Other Committee Reports: None

Unfinished Business:

  1. Amendment to Village of Colon 2012 General Appropriations Act: Adding general fund/community development appropriations of $12,000, to be designated as $6000.00-out of planning commission profession services and $6000.00 out of planning commission print/publishing, for completing a master plan as required by the state of Michigan. Motion made by Delp and seconded by Percival-roll call: Aye-Bell, Delp, Percival, Whitford, McManus, Craun  with- 0 nays and one absent-Kuhlmann.
  2. Resolution 12-06: A resolution to provide for the expense of public safety was offered by council member Percival and seconded by council member Delp with Yeas: Bell, Delp, Whitford, Percival, McManus, Craun with 0 nays and 1 absent-Kuhlmann


New Business:

  1. Appoint temporary building inspector- Council appoints Randy Schmeling as temporary building inspector. A letter of interest and a meeting with Mr. Schmeling, is needed by council, before anything permanent can be put in place. Percival/Delp
  2. Closing Village office June 26th?  After a short discussion the office will remain open. President Whitford will work the office until Baker returns from court.
  3. Fiber optic ROW (right of way) Tabled by unanimous consent until council has a better understanding of what this is all about.

Public Comments-General, Wayne Held reported on the Knotweed by Blackstone and Hagen roads.
