Special Colon Township Board Meeting

April 28, 2011 – Joint Meeting -Village


Called to Order at 7:10 p.m.

Pledge of Allegiance

Roll Call:

Present- Jackson, Miller, Smigla, Zimmerman, McKelvey

Also present:  Village Council members, Jay Newman and Lance Thornton


Jay Newman, Facilitator, opened the meeting for discussion.

Issues of concerns from the last meeting were 60/40 split, hydrant rental and the villages proposal that we raise township taxes.


The township stated it would not be raising any taxes.

The village presented a proposal for the Joint Fire Authority.


The township had asked that the village come to this meeting with the cost of maintenance of the hydrants, this was not provided.


The village proposed a formula for water usage that would have doubled our present cost of hydrant rental.


Discussion with both boards followed.  Items of discussion were as follows:

  1. costs of maintaining hydrants/water system
  2. come up with a percentage
  3. discrepancy between the 60/40 versus the 70/30
  4. who really owns what
  5. statement of what other townships charge for fire department services
  6. what is the effective way to charge


The following items are to be brought to the next meeting.

  1. cost of maintaining the water system
  2. what percentage would be acceptable by both the village and township with or without the hydrants
  3. ownership- as the present contract is ambiguous on ownership


Info should be supplied to each entity before the next meeting.
