Colon Village minutes 2/8/11

**Colon Village Council–Budget Workshop–Colon Village Hall–Feb 8, 2011 6:30 pm**

Meeting called to order by President Whitford

Present: Bell, Delp, Kuhlmann, Whitford, Percival, McManus, Craun

Also Present: Weinberg, Brinkert,, Schultz

Absent-notice given-Baker

Final figures for Budget:

-Council members feel that budget cuts must be made.

-Craun is getting new quotes from four other insurance companies

suggestions-higher deductibles, more employee contributions-spouse/family?

It was stated that some council members were to pay higher deductibles and/or more employee contribution, without receiving a raise, at their present jobs.

-Parks-equipment rental?

Street lights-consumers?

Increase water/sewer rates?

Whitford advised all council members to go over budget and come back with some ways to decrease spending.

Next budget meeting to be held Feb. 22nd @ 6:30–be prepared to stay until this budget is worked out.

Call to order at 7:00pm by President Whitford and the Pledge of Allegiance recited

Consent Agenda: Approval of agenda: add B. Under Police-Blight Amendment. Approval of minutes from Budget meeting and regular meeting 1-11-11, under unfinished business B, should say sludge not slug, financial report, bills to pay $27,507.98 Approval of consent agenda Percival/Delp unanimous consent, with changes listed.

Public Comments- Guests

A. Walter Weaver re: Lamb knit property- Lamb knit property is officially for sale.  Walter Weaver appeared before council to explain project, need for investors, various ideas circulating. Meeting to be held at Masonic Lodge on Thurs, Feb. 10-2:00pm. David Stegink from Envirologic Technologies and Cathy Knapp, Executive Director of the St. Joseph County Economic Development Corporation will be in attendance.  They will explain next steps of this project.  Council approved moving on with phase #2 of this project with no outlay of money from village. Percival/Craun.

B President Whitford will be gone for surgery from Feb. 10-14, in his absence, all village dealings are to be brought to the attention of president pro-tem Percival.

>DPW: Purchase of 2- pallets of salt at the cost of $416 each approved Delp/Craun Purchase of  50              sending units at the cost of $140 each approved Craun/Bell

Police Report:

A. Police Vehicle-Grant ($8000.00) has been approved for purchase of new police car.  Council authorizes President Whitford to sign, letter of intent, to start this process. Percival/Craun

B. Blight Amendment: By amending the penalty, to a civil infraction, it allows the courts to issue a compliance notice to the person, once a judgment is issued.  Approved unanimous consent with 7 yeas-Bell, Delp, Kuhlmann, Whitford, Percival, McManus, Craun, 0 Nays and none absent. Amendment will take effect 15 days after it is published in the Sturgis Journal.

–Police and council commend DPW for the snow removal, during recent blizzard.

Fire Board Report: Unapproved Minutes from 1-12-11 and financials in packet for review



Lake Board: Bell explained No Wake situation, will be reviewed by lake board when they re-convene

Planning Commission:

A. Ordinance Amendment-Ordinance #2101-06-08 Section 105 Members, Appointments and Terms : All dates under A-B and C to be changed to March 31st to match fiscal year of village. Unanimous consent, 7 yeas Bell, Delp, Kuhlmann, Whitford, Percival, McManus, Craun with 0 nays and none absent.

Colon Community Park Board: Bell gave report: Park board looked into flag pole issue and sign for farmers market.  Garden Club is asking for income from park  to help with cost of signs. Park  Board will look into size and cost. There are expenses for park, and the need to maintain the facility–who will take care of this and at what cost? Meeting Feb. 22 1:30 at the village hall.

DDA/Facade Committee Report:

A. DDA Board member list and meeting dates-in packet

B. Presentation of By-Laws: Many errors noted by council members. Council members will review by-laws and make suggestions to DDA for accuracy.  DDA would appreciate any help as they are trying to set things up correctly.

C. Public Meetings 2-17 and 3-17 for community input and 20 yr development plan. Motion made that Whitford is to correct verbiage on public hearings and let council members know who is to attend. These meeting are informational only. Percival/Craun

D. Chart of accounts and 2011-2012 budget–information only

E. Facade Grant progress–Nederveld met with several shop owners who want to move forward with grant option.

Ice Grant:

A. Change order request: Change order #2 Council action should be to approve change order #2 in the amount of $13,240.27 for a revised Parrish Excavating contract amount of $593,037.72 with funding provided from the project contingency budget. Kuhlmann/McManus

Safe ways to School: Craun is putting together a committee.  Committee at present consists of Craun, Brinkert, Tenney and Kuhlmann

Joint Fire Agreement Committee: Set date for joint meeting-We will try to set up meeting that works for all members of council.  Our suggested dates are Feb. 28 or March 1, 2011 Location to be held meeting at fire barn. Our facilitators are: Ernie Baker and Tom Tenney. Council would like to have a public comment time at the end of meeting. Once meeting date is decided, council would want rough draft given for review.  President Whitford will keep council informed on date chosen.

Other Committee Reports: None

Unfinished Business:

A. Washburn Lake Request- Council approves Whitford to write cover letter explaining options and send information given from Flies and VandenBrink to home owners in that area.  We would need at least 50% confirmed participation to make this even feasible for the village to take on such a commitment. Unanimous consent
