Public Meeting for DDA Development Plan and Tax Increment Financing Plan

PUBLIC HEARING NOTICE

VILLAGE OF COLON

ST. JOSEPH COUNTY, MICHIGAN

CONCERNING THE ADOPTION OF AN ORDINANCE APPROVING THE

DOWNTOWN DEVELOPMENT PLAN

AND

TAX INCREMENT FINANCING PLAN

The Colon Village Council will hold two public hearings to receive public comment and citizen input concerning the approval of an Ordinance regarding the DOWNTOWN DEVELOPMENT AUTHORITY (DDA) DEVELOPMENT PLAN AND TAX INCREMENT FINANCING PLAN, according to the provisions of Public Act 197 of 1975, as amended.

NOTICE IS HEREBY GIVEN that the Village Council will hold the first public hearing to receive public comment and citizen input concerning regarding the DOWNTOWN DEVELOPMENT AUTHORITY (DDA) DEVELOPMENT PLAN AND TAX INCREMENT FINANCING PLAN on the 1st day of February 2011 at 7:00 p.m. in the Colon Community Fire Hall located at 1063 M86, Colon, MI 49040.

At the public hearing, all citizens, taxpayers, and officials from any taxing jurisdiction whose

millage may become subject to capture, if a tax increment financing plan is subsequently adopted

will be afforded an opportunity to be heard. Written comments may be submitted by mail or in

person until 4:00 p.m. of the date of the public hearing at the Colon Village Offices at 110 North Blackstone Avenue, Colon, MI 49040-9398.  All written comments will be read at the public hearing and entered in the official hearing minutes.

A second public hearing will be held on March 1, 2011.  Notice of the time and place of the second public hearing will be given by publication twice in the Village of Colon’s designated newspaper, the first of which shall be not less than 20 days before the date set for the hearing. Notice of the second hearing will be posted in at least 20 conspicuous and public places in the downtown district not less than 20 days before the hearing. Notice will also be mailed to all property taxpayers of record in the downtown district not less than 20 days before the hearing.

Further information may be obtained from and a draft copy of the Downtown Development Plan may be inspected after January 16, 2011 at the either the Village Offices or the Colon Township Library, 128 South Blackstone Avenue, Colon, MI during normal business hours.
