Agenda Approval: Under bills to pay total should be $139,153.95 Under Public Comments-Guests B. Joe Mazzerella Under Monthly Reports F. Other Committee Reports, Safe routes 2 school-Craun Percival/Bell

Approval of minutes: Regular meeting 2-9-10 Percival/Delp

Approval of minutes: Budget workshop 2-16-10 Percival/Delp

Financial Report: Council was asked to review audit bids and make a decision by the April meeting, as to who should do village audit.  Baker would like to stay with Norman & Paulsen

Bills to pay in the amount of $139,153.95 Bell/Craun

Public Comment: Guests

A. Mike Davis and Tom Tenny-Colon Community Park, explained grant and stipulations-next meeting 3-29-10 @ Village Hall 7PM Public welcome

B.Joe Mazzarella from 872 Willow Drive appeared before the council to voice his concerns for the water back age in front of his home. Weinberg has spoken with Flies and VanDenBrink to view the options available to the village to correct problem when doing the sewer project.

C. Facade Grant (moved from D. Under New Business) Process for obtaining grant was outlined in council members packets. Eleven (11) businesses are interested in taking advantage of this grant.  Aaron Catlin from Flies and VanDenBrink would be working with the council and store owners to start the process at a cost not to exceed $1000.00. Monthly Reports:

DPW: Weinberg submitted report and stated that #6 well has been repaired

Police Report:

A. Uniform allowance: to remain at $1700.00 as in the past Craun/Percival

B. Car Laptop, has been repaired

C. Kyle to attend a three day school on developing, lifting and documenting fingerprints at the cost of $275.00. Delp/Percival

Fire board Report: Unapproved Minutes from Feb.10-10 were received in packets for review

Resolution 10-03 A resolution to Amend the joint fire and rescue authority agreement was offered by Percival and supported by Craun with 6 yeas  Bell, Delp, Kuhlmann, Whitford, Percival and Craun 0 Nays and one absent McManus

Lake board Report: Meeting to be held on 4-10-10 at the fire barn. Permits being acquired for the lake applications and the lake draw down.

Committee for Developing a Village Planning Commission: Submitted final draft to council. Motion made by Percival to send draft to Attorney Tomlinson for review, seconded by Kuhlmann.

Other Committee Reports: Craun gave report on Safe Route 2 school grant. Craun and Kuhlmann will contact Mr. Kirby, Mr. Miller, Ms. Swartz to inform them of this grant and to see if they would like to move forward.  Brad Neuman has agreed to meet with them if they are interested.

Unfinished Business:

Construction Board of Appeals-Council member Bell meet with Building Inspector Hess, gave council a summary of what was discussed. Resolution 10-04 A resolution to confirm Building Officials and code enforcement was offered by Percival and supported by Craun with 5 yeas Bell, Kuhlmann, Whitford, Percival & Craun–1 Nay Delp and 1 absent McManus

New Business:

Water Rates & Cost of Living increase:

A. Resolution 10-01 A resolution to Increase Water Rates was offered by Percival and supported by Craun with 6 yeas Bell, Delp, Kuhlmann, Whitford, Percival and Craun 0 Nays and 1 absent McManus.

B.  Resolution 10-02 A resolution to meet the revenue requirements for the sewer system was offered by Percival and supported by Craun with 6 yeas: Bell, Delp, Kuhlmann, Whitford, Percival, Craun 0 Nays and 1 absent McManus.

C. Council passes1% cost of living increase Percival/Kuhlmann

D. Budget approved Kuhlmann/Bell

E. Council approves President Whitford’s signing of the Irrigation Agreement. Bell/Delp

Public Comments-General

F. Delp made motion to extend Magic City Hardware’s trailer for another 5 years. Bell seconded it, only if they are still in need of it.
